Yes, you can if it's an automated, live or hybrid webinar. "Number of Attendees Online" is used to create a sense of scarcity. 

Please note this does not impact your account's number of attendance. 

You have to upgrade if you are anticipating more attendees than what your account allows.

1. Go to your webinar editor

2. Go to Webinar > Advanced - Webinar Setup > Configure

3. Find Audience Reporting > Simulate full attendance > Numbers of Attendees to Simulate, set it to any value you want (make sure you also populate the names so they at least match that number) and hit Save
